Comments Off on FMCSA’s Mexico Decision Draws Opposition, Support

Owner-operator and labor groups registered their objections to the decision this week by the Federal Motor Carrier Safety Administration to grant normal status to Mexican carriers that had been operating under a pilot program. “It really smacks of arrogance” for the agency to act before the Department of Transportation’s Inspector General posts his audit of the program, said Todd Spencer, executive director of the Owner-Operator Independent Drivers Association. By law, the three-year program ended October 14. The Inspector General’s audit is expected in December. In the interim, FMCSA converted the 13 Mexican carriers from pilot to regular status. In an earlier audit the IG found that the Mexican carriers are safe but there were too few of them to prove that the regulatory system would work in the long run. CORRECTED — UPS Freight is expanding its Density-Based Rating (also known as dimensional weight pricing) pricing option to all its customers. The less-than-truckload carrier will make density-based rates, also known as dimensional weight pricing, available as an option to all customers, rather than just traditional method of pricing LTL shipments based on a commodity classification code established many decades ago, according to DC Velocity. There are no current plans to make density-based pricing mandatory. Density-Based Rating currently is available to a large portion of the UPS Freight customer base. Rates on the spot freight market gained little ground if any, according to the latest weekly roundup of activity from the freight matching service provider DAT Solutions. An increase in overall spot market truck capacity of 3.6% from Oct. 5 through Oct. 11 over the previous seven days, along with a 5% decline in the number of total spot market loads available, pulled the average flatbed rate down 0.8% to $2.40 per mile. Van rates were unchanged at $2.03 per mile, where its been three out of the past four weeks, while reefers gained 0.4%, despite a slip in the fuel surcharge, registering $2.29 per mile. Not surprisingly this was reflected in lower load-to-truck ratios with reefers giving up 12% for 8.7 loads for every truck during the period, as reefer truck capacity gained 3.4% while reefer freight availability fell 9%. The FMCSA reached the final phase of its Wireless Roadside Inspection project when it made Innovative Software Engineering the telematics provider for the project. The project is being managed by the Oak Ridge National Laboratory. The WRI project is designed to evaluate the viability of using wireless capabilities to provide real-time identification and status information of vehicles, drivers and carriers. ISE had participated in the initial phase of the WRI program when it successfully demonstrated the viability of wireless technology during a FMCSA sponsored event. “This is a significant project for both the commercial motor vehicle industry and the federal government,” said Hass Machlab, president and CEO of ISE. “We are honored to be selected by ORNL as their telematics services provider and software engineering services partner for such an important program.” In the final phase of the programs, wireless inspections will be conducted using commercial mobile radio service technologies during a […]

After years of attempting to organize drivers at the trucking company FedEx Freight, the Teamsters Union on Tuesday scored its first victory. A group of 47 drivers at FedEx Freight’s East Philadelphia terminal in Croydon, Pennsylvania, voted to join Teamsters Local 107 in Philadelphia. The vote was 26-18. “The drivers are fed up with FedEx Freight,” said Teamsters General President Jim Hoffa. “These workers are tired of management talking down to them at every chance, and they want decent benefits, including more affordable health insurance. They also want consistent and fair working conditions and a more hopeful future.” In a statement, FedEx said, “We believe our open and thriving work environment provides a more flexible, team-oriented and customer-focused work model than the union offers.” The company also said it is considering its options following the vote, including an appeal. TMD Friction announced 2015 class dates for its quarterly brake training course. There will be classes on Feb. 4, April 29, Aug. 12, and Nov. 11 at the company’s headquarters in Troy, Mich. “Interest in training continues to grow,” said Fabio Jurchaks, sales and engineering director, NAFTA. “We take a unique approach for brake training by starting with a deep dive on friction materials.” The training looks at the formulation, evaluation, testing and certification of brake linings and pads. There will be training on drum and disc brake theory, function, air system components and fleet spec’ing to optimize the material for application. “We had lively discussions in the 2014 classes and look forward to many more in 2015,” said Jurchaks.
